The documentation of `proxy.config.admin.user_id`, e.g. at

doesn't contain any statement on restrictions for valid effective users, except 
that root is forbidden if not bypassed. They must exist because specifying a 
user the same entry in `/etc/passwd` like `nobody` except a uid and gid 
differing by 1 causes requests to be rejected after `bin/trafficserver 
restart`. 

The consequence of {{--with-group}} and {{--with-user}} of {{configure}} should 
be mentioned as well, as well if there's none.
