Oh, yeah, you are right, that's odd. I can't see it actually loading it from
records.config either. [~bcall] is this by chance a botched merge from internal
repo? It seems there are several changes that should be part of the initial
commit. Looking at the code, the intent seems to have been that it should be
overridable as well, which means additions to InkAPI.cc and apidefs.h.
