If you don't have DHE, such clients would use the RSA key exchange instead, leaving their traffic without forward secrecy. Because the support for ECDHE is widespread, only a small number of clients would be affected by the removal of DHE, but it's difficult to know exactly how much, given that everyone's user profile is slightly different. In your example above, I think that would be below 1%. At that rate, you might argue that the RSA key exchange is acceptable.
