The file has been removed from master. It will remain in older release
branches, and of course always in git history.
For the time being, RM's will pull a text formatted copy of the release notes
from JIRA and place them into their respective release branches so that a file
is still shipped with release tarballs and available in git.
Eventually (soon I hope) we will get a more automated process with JIRA REST
API's to do this.
