This splits up large initializers to one per line. The diff is roughly 4,500
lines. Also, Phil has requested that we make the change to .clang-format as one
commit, and the actual code change (output of make clang-format) as one commit.
This allows him for easier cherry-picking into 6.2.x LTS branch.
