To do:
* Change the default value for `_max_age` to `INTMAX`. In `generate` if the
value is still `INTMAX` use `315360000`. This is consistent with current
practice but allows the option of putting in a limit later.
* Comment out the check for `public` and add a comment that it should be
enabled for ATS 8.0. We'll enable it in our fork, because IIRC that was the
reason this work was done.
