I confirmed the inactive timeout on 9.0.0, though I'm not sure if we can call it a bug. [My comment on TS-2902](https://issues.apache.org/jira/browse/TS-2902?focusedCommentId=14100477&page=com.atlassian.jira.plugin.system.issuetabpanels%3Acomment-tabpanel#comment-14100477) sounds like it depends on implementation. The behavior (408) seems like to come from this code introduced by #3050: https://github.com/apache/trafficserver/blob/157be26c9872d55a0fde91da1986c69eb89cb5b8/proxy/http/HttpTransact.cc#L5436-L5439 I'm not sure if there was a decision to make a request without CL an error. It could be a regression.
