Sorry, I don't have email with \@apache.org. Long thought about this problem. It seems to be correct from a technical point of view. Using throttling helps. But according to the logs, this is not a very effective solution. The ideal solution is when the next fragments are transmitted after the clients receives the previous ones with a small margin, and not try to stop the avalanche-like creation of fragments.
