What version of ATS are you using? You can deny the PUSH method by setting
proxy.config.http.push_method_enabled to 0 (the default) on ATS 8.1.7 and
9.2.1. You can also deny the PUSH method with ip_allow.{config,yaml}. They
default for ip_allow is to disable this method.
