This referenced ATS's own QUIC stream state machine (the "Reset Recvd" handling in QUICStreamState / QUICUnidirectionalStream). That in-house state machine was removed in #10703 (2023) when ATS moved to a quiche-based QUIC stack, which manages stream states internally, so there's no longer code here to fix.
