This issue describes a FATAL error in the traffic_manager management process
("failed to acquire privileged capabilities") when starting as a non-root user
with storage configured. The traffic_manager process was removed entirely from
Apache Traffic Server in https://github.com/apache/trafficserver/pull/8633,
which first shipped in the 10.0.0 release. The startup path that produced this
error no longer exists, so I am closing this as no longer applicable. If you
hit a similar privileged-capabilities failure with traffic_server on a current
release, please open a new issue with the version and reproduction steps.
