I am closing this as no longer actionable. The request was to document the removal of proxy.config.disable_configuration_modification in the 9.0.x upgrading and release notes. That setting was removed by https://github.com/apache/trafficserver/pull/5530 in the 9.0.0 release. The 9.x release line is now end-of-life (the current supported line is 10.x and master is 11.0.0), so its release notes are frozen historical documents and there is no longer a branch to usefully amend. The setting is also fully gone from the current tree, and the broader traffic_manager subsystem it controlled (records.config writeback) was itself removed in https://github.com/apache/trafficserver/pull/8633 in the 10.0.0 release. Since the feature does not exist in any supported release and the target release notes are end-of-life, there is nothing left to do here.
