The non-deterministic output described here comes from the libtsconfig library (TsConfigSyntax and the bison/yacc generated TsConfigGrammar files), which only exists in the 8.x line. That entire library was removed in https://github.com/apache/trafficserver/pull/5617, first released in 9.0.0, so the component and its build-time code generation no longer exist on any currently supported branch. Since the reproduction is limited to the end-of-life 8.x releases and the affected code is gone in 9.0.0 and later, I am closing this.
