Closing this as resolved. Since this was filed, the hard dependency on Perl was removed (https://github.com/apache/trafficserver/pull/8611, first released in 9.1.3), and the build system was rewritten from autotools to cmake. The current installation documentation now explicitly lists the build dependencies, including curl (for traffic_top), in doc/admin-guide/installation/index.en.rst, and Perl is no longer required to build. The original underspecified dependency list referenced here no longer exists, so I am closing this.
