Summary: Create the histogram metadata tables at schema creation

Today the histograms and histograms_intervals tables are created only when the
first update stats is run on a table in the schema.
It would be good to create these tables when the schema is created. This will
help applications that try to look up rowcounts for example. If there is no
entry in the the table, they can default to 0 but if the table does not exist
then the application query itself will fail.
