The installer already has code to generate the servers file and distribute the
server count evenly across all nodes. We can extract this part of the code into
a separate script that can be launched via REST server. The REST API can accept
the number of servers as parameter and pass that onto this script. The script
can generate a new servers file and pdcp it across all nodes and then use the
dcs-daemons.sh script to start any new servers if needed.
