I think the preferred default is to allow the user to specify these at install 
time. The reason is, installer can ensure Trafodion user has permissions to 
these directories etc. The CQD is  like the next preferred way giving the users 
a way of setting the scratch settings if the settings at installation times 
does not meet their expectations for certain very large overflow queries. With 
the CQD only the mxosrvrs need to be bounced. But the user will have to ensure 
, manually, that the directories specified by the CQD has Trafodion user 
permissions.So I think we do need to make the change int he installer as well. 
That's what JIRA 2114 is for. Ofcourse it needs to be prioritized against other 
install work :)
