Hi [~adam.antal]

I was thinking to re-order the docs to the following layout:

{noformat}
- Get Started
- User Guide
    - Partition and Queue Configuration
    - App placement rules
    - Sorting policies
    - ACLs
    - Workloads
    - REST APIs (renamed from API Documentation)
    - Troubleshooting
- Developer Guide
   - Dev env setup
   - Build and run
   - Deploy to Kubernetes
   - Designs (rename from Design)
- Performance
{noformat}

does this make sense to you [~adam.antal], [~wilfreds], [~kmarton]?
