In YUNIKORN-579, it allows to handle ReleaseAppAllocation and
ReleaseAppAllocationAsk in Failed state, this was a temp fix because there is
no Failing state on the shim side. The correct fix is to add a Failing state in
the shim, sync that up with the core side app state. And only allow handle the
release events in the Failing state. The Failed state should be considered as a
final state.
