Description:
There are still quite some queue-level metrics missing clear definition,
implementation, or documentation
We need to improve on this so:
* Users from the same queue can leverage these metrics to run their jobs more
efficiently
* Admins of the cluster(s) can monitor all queues to identify any outliers
