Description:
After YUNIKORN-1806, the event system can be disabled/enabled on demand.
However, existing code does not handle this.
Also, the Event system should always be created, so {{events.GetEventSystem()}}
always returns a valid object. Whether or not events are generated is dictated
by the configmap setting.
