The e2e tests already exercise this, as it's a necessary component of having
pods get rescheduled in a timely manner when running in plugin mode. I don't
believe there's anything that needs to be done here. It's important that we
differentiate between failed and skipped, as one implies the pod should be
unschedulable, and the other does not.
