Wilfred Spiegelenburg resolved YUNIKORN-1892.

Resolution: Won't Do
Application resource usage is exposed via the application object.
We do not want to track per application contributions in the user and or group
tracker.
The overhead that adds could be large, for example one user running 100s of
small applications would cause a huge increase of data in the ugm.
