Originally we wanted to generate a separate event for adding, but realized that
the internal state is NEW by default, so we didn't bother to use
EventRecord_APP_NEW.

just curios. If we don't use `EventRecord_APP_NEW`, how to trace the
"beginning" of an application by events (stream or batch)? Or users should
assume nonexistence of event details is the "flag" of beginning?

> Add `EventRecord_APP_NEW` to event of created/submitted application

> the event detail of new application is "EventRecord_DETAILS_NONE" (see
> [https://github.com/apache/yunikorn-core/blob/master/pkg/scheduler/objects/application_events.go#L94]),
> and it seems the "EventRecord_APP_NEW" is more acceptable (see
> [https://github.com/apache/yunikorn-scheduler-interface/blob/master/lib/go/si/si.pb.go#L350])
