Builds of yunikorn-web and yunikorn-k8shim Docker images fail when built from 
the release tarball due to the release script removing the LICENSE and NOTICE 
files from the web/ and k8shim/ directories.

We need to update the release script to keep the top-level LICENSE and NOTICE 
files and not exclude them from the individual components.

There's two ways I can see that we could address this:

1) Update the release script to keep the top-level LICENSE and NOTICE files but 
also add the web/LICENSE, web/NOTICE, k8shim/LICENSE, and k8shim/NOTICE files.

2) Update the build scripts for yunikorn-web and yunikorn-k8shim to fall back 
to ../NOTICE and ../LICENSE if the originals are missing.
