Description:
as discussed with [~wilfreds] on slack. I want to:
# add an optional query param "startID" so the event stream can start from the
id provided.
# add a field "id" to each event, so consumer can consume the events much
easier.

The REST object for the queue does not expose the new attributes for the queues
for ask back off and quota preemption.
We should expose these 4 in the REST object:
* quotaPreemptionStartTime time.Time
* isQuotaPreemptionRunning bool
* unschedAskBackoff uint64
* askBackoffDelay time.Duration
