The yunikorn-web Makefile hard-codes {{docker}} for image build, container run,
and reproducible binary build. Users without docker installed cannot build the
web image.
The reproducible build path also uses an unqualified short name
{{golang:$(GO_REPRO_VERSION)}}, which fails under podman with
short-name-mode=enforcing.
