h3. Problem
Podman is supported as an alternative to docker for building images
(YUNIKORN-3441 in k8shim, and the follow-ups for web and release tools), but
the developer documentation still only mentions docker.
h3. Scope
Update the following pages to document {{DOCKER=podman}} usage and
prerequisites (cgroup v2, rootless kind setup,
{{KIND_EXPERIMENTAL_PROVIDER=podman}}):
* {{developer_guide/build}}
* {{developer_guide/e2e_test}}
* {{developer_guide/env_setup}}
