early intervention results for infants, toddlers, & children with
disabilities.
Eligible Applicants: Under Absolute Priorities 1, 2, 3, & 5, &
under focus area 2 of Absolute Priority 4, eligible applicants are
State & local educational agencies, institutions of higher
education (IHEs); other public agencies, private nonprofit
organizations, outlying areas, freely associated States, & Indian
tribes or tribal organizations. Under Absolute Priority 4,
eligible applicants for focus areas 1 & 3 are limited to local
