explicitly strip newline from contents of VERSION
while m4 1.4.19 + autoconf 2.72 from my debian unstable drop the
trailing newline automatically, m4 1.4.18 + autoconf 2.69 shipped
with ubuntu 20.4 don't, leading to an invalid configure script.
