Need: *Application Development Manager* Location: Essex, MD *{LOCALS} * Rate: $50-55 Phr Duration: 6-12mths EAD Green Card or Citizen The *Application Development Manager* manages a team of software engineers constructing and maintaining mission-critical, high-visibility applications in direct support of our client�s business objectives. The ideal candidate for this role has a technical leadership background in addition to a deep understanding of online business. The software development department collaborates with technology areas to deliver innovative technology solutions. Additionally, the development area provides consulting expertise to guide overall prioritization and drive scheduling of product technology initiatives. Our development team makes use of many technologies: IBM mainframe systems on TELON/COBOL, CICS, and DB2 platform. Java knowledge would be a plus as would a general knowledge of IBM Websphere application server. *Required Skills* � The Manager is expected to effectively manage a team of 20 - 40+ employee and contractor professionals in all aspects of software engineering � Conduct individual performance reviews, and manage career development for team members. � Must have good communication (oral and written) and interface effectively with all levels of management, which include business and technical teams. � This leader should be able to concisely, logically, and accurately present issues verbally and in written format. � Effectively coordinate communications between/among cross-functional teams, resolve conflict, and maintain confidentiality. � Strong problem-solving, supervisory experience and team leadership skills. � Must be a strong team leader and have good interpersonal skills that can foster, demonstrate, and promote excellence in a team environment. � Must possess excellent organizational, time management, judgment, and decision-making skills. � Reliable, self-motivated, and focused on high quality delivery of work products; willing to accept responsibility and accountability. � Works with application and architecture teams to define and enforce best practices and agreed upon standards, inclusive of: coding conventions, unit testing strategies, and architectural patterns. � Aggressively pursues new and innovative ways to solve both technical and SDLC related deficiencies (source level to methodology level) *Required Experience* � Experience in leading and managing development teams. � IBM specificity (Websphere, Portal, Process Server, CICS, DB2, JCL etc.). � Ability to work well with a wide variety of people with varying technical skill sets and business knowledge is required (from the very abstract to the very granular) as cultural fit aspect is as important as technical expertise. � Must be a leader that focuses on team building; providing both positive reinforcement and constructive criticism when required. � Must be up to date with current industry trends; able to differentiate between hyperbole and effective solutions. � Bachelors Degree in Computer Science or Computer Information Systems (related/commensurate experience acceptable). � Minimum of five full SDLC implementations of a multi-tiered application as a manager with full responsibility for application development tasks including: online and batch interfaces, conversion analysis and development, build/configuration management tasks, testing and implementation support. � Minimum of two implementations involving real time online or batch interface with a legacy application. � Strong working knowledge of IBM Rational Suite for development, testing, and configuration management. � Working knowledge of CMMI principles and certification. � Ability to measure and monitor development metrics and demonstrate continuous improvement. *Other Information and additional Professional Qualifications:* � Master's Degree � Experience in Health and Human Services � Experience in State Government � Position is in Maryland *REQUIREMENT 2:-* Need: Project Manager. Location: Elkridge, MD {LOCALS} Duration: 6-12mths Rate: $50-55 phr EAD, Green Card or Citizen The Project Manager is responsible to fulfill its purpose toward providing the processes, tools, training, and consulting expertise to help improve the effectiveness of large-scale implementations and general system maintenance and operation software updates as measured by schedule, cost and quality. The candidate must have a minimum of 7 years of large scale application systems integration implementation experience and project turnaround experience with a consistent track record of on-time project delivery within budget and within quality parameters. Qualified candidate should be a seasoned project leader who applies a structured approach and in-depth working knowledge of financial/business concepts, policies, practices, processes and procedures to the most complex range of assignments. The Project Manager must possess the ability to work independently with general guidance from management. The role requires frequent, regular interaction with the senior executive management, and particularly with the operations/project management support and project control functions. The person must possess exemplary planning, organization, problem analysis, project management and presentation skills. The candidate should have the flexibility to travel up to 25% of their time. Education and Typical Years Experience: � Ten years or more of Project Management experience, including seven (7) years of IT specific experience. Prefer five (5) years general experience in social services. � Experience with mainframe, client server, and web development project management required. � Ability to successfully monitor and guide large scale implementation projects. � Familiar with project management from an SDLC perspective. � C-level client facing experience. � Background and ability to lead and conduct project reviews. � Strong business analytics and financial acumen. � Undergraduate degree required in a related field. � PMP Certified. Special Requirements � Key Skills: � Use industry standard requirements gathering and modeling techniques to understand and communicate the needs of the product's users. � Relevant business and systems subject matter expertise. � Ability to work independently and as part of a team. � Excellent interpersonal skills, including the ability to build consensus and agreement and bring resolution to contentious issues and entrenched interests. � Ability to lead problem-solving discussions. � Attention to detail and excellent analytical and problem-solving skills. � Advanced written and verbal communication skills. � Excellent organizational skills and ability to set priorities and manage multiple projects concurrently. Proven Project Management skills. � High level of analytical and problem solving skill. � Extensive PC skills including Microsoft office software such as Word, Power Point, MS Project, Visio, and Excel. � Experience with Requirements Traceability Matrixes (RTM) and RTM gap analysis.
