Requires three years of experience in the use of computer systems such as: Electric or Gas GIS systems, AutoCAD, OMS/DMS. Requires two years of experience with Gas or Electric computer applications and system skills in facility design, methods and materials, printing/plotting systems, general database structures, GIS Database or GIS Web Server administration, technical application development and customization is highly desirable. Requires proficiency in Microsoft Office Products, such as; Word, Excel, Access, PowerPoint, Project, and Visio products. Must have an understanding of structured development methodology. Analytical abilities, ingenuity and excellent oral and written communication skills are required to identify, understand and translate user requirements into system applications. Must have a bachelor’s degree in computer science or business administration. Requires strong analytical ability. Must have the ability to develop a high quality program, implement the program, discuss findings in a satisfactory manner with the client and must demonstrate the ability to write quality reports. Must possess excellent knowledge of operational and management practices and techniques. Requires the ability to exercise good audit judgment. Must work efficiently and effectively on multiple projects. Good problem-solving skills and analytical ability required. Ability to be tactful and diplomatic in presenting audit findings and recommendations to management and in negotiating solutions or corrective action. Must have excellent written and oral communication skills. Must be proficiency in the use of PC based applications, primarily Microsoft Outlook, Word, Excel, PowerPoint. A valid California driver's license is required. *Responsibilities:* In support of/provides technical direction and support for systems development, requirements analysis, component specifications, business and technical procedures, component and system testing, system implementation, documentation and training. Major responsibility will be supporting project, application development, data modeling, system testing and administration associated with Southern California Gas Company and SDG&E Gas and Electric Transmission, Distribution and Telecommunication systems. -Responsible for the retrieval and analysis of data supporting decision-making for planning, management, and operation associated with Gas and Electric systems. -Conducts audits on computer systems and enhancements for quality assurance. Develop, implement and execute system test plans; documents results. -Maintains computer systems databases and access controls. -Develops and maintains computer systems procedures, etc. Provides technical, analytical and consulting services in the formulation and implementation of increased / improved controls, policies and procedures based on appropriately supported findings. Develops and executes programs to systematically ensure adherence to policies, plans, procedures, critical business controls, laws, regulations, safeguarding of assets and the integrity of financial information. Effectively document the results. Assesses risks and recommends mitigation strategies through the evaluation of the business environment and an increase in business controls. Represents departmental and company interests by serving as liaison to internal and external entities.
