*POSITION PURPOSE*



The successful candidate will play a key role in establishing, implementing
and executing the financial processes supporting the HIPAA 5010 Program.
 Responsibilities include performing a broad range of challenging financial
activities; reporting to program and sponsors on the financial state of the
IT initiatives and matters requiring resolution; and working collaboratively
with representatives from the PMO as well as external service providers.





*MAJOR RESPONSIBILITIES*



*Budget Management*

•

Lead financial analysis efforts for the overall HIPAA 5010 Program.

•

Liaise with CHW IT Finance and Accounting departments as required.  .

•

Responsible for program financial reporting and supports external financial
reporting processes and compliance.

•

Be the primary contact with supplier contract managers and CHW IT Contract
Managers to ensure that all contract changes are in compliance with the
established guidelines.

•

Maintain documentation for all Contract Changes.

•

Assist in creating and managing project budgets in PPM(HP Project and
Portfolio Management Center).

•

Establish and maintain program and project accounting
practices that will feed program and enterprise budgetforecasting processes.

•

Monitor capital allocation and spending for the 5010 Program.



*Financial Management*

•

Request and maintain the program’s purchase orders in LAWSON and communicate
with vendors on invoicing and purchase order issues.

•

Review, manage and track accounting categories (e.g.Capital, Operating,
Capital Interest, etc.)

•

Oversee the approval process for purchase requisitions for the program.  .

•

Lead invoice review and payment process.

•

Analyze suppliers’ pricing structure against consumption and future demand
to recommend areas for improvement.

•

Provide financial insights to Program Governance team on an on-going basis.

•

Review and reconcile accounting reports.

•

Where applicable, allocate project costs prepaid by Enterprise to
Facilities.

•

Work closely with suppliers’ representatives to resolve financial issues.

•

Receive all contract amendments and work with Contracting and Legal to
ensure they are in accordance with existing contract; ensuring
all documentation is updated and disseminated.

•

Be the primary contact with supplier contract managers and CHW IT Contract
Managers to ensure that all contract changes are in compliance with the
established guidelines.  .

•

Create professional services orders in LAWSON.





*QUALIFICATIONS*

*Academic:*

•   Bachelors’ degree in Accounting, Finance, MIS or equivalentexperience.



*Experience:***

•   4+ years’ experience with complex program and project budget management



*Knowledge, Skills and Abilities Required:***

Proficient in creating budget reports for Directors and Executives.

•

Strong experience Accounting and Finance.

•

Demonstrated knowledge of Industry Standard Accounting rules and practices

•

Experience in working with contract issues and legaldepartments.

•

Expert in Microsoft Excel

•

Proficient in Word, PowerPoint, and Visio.

•

Understand IT project methodology and system development life cycle.

•

Strong interpersonal and communication skills.

•

Excellent organizational skills.  Ability to handle multiple tasks and meet
deadlines.

•

Knowledge of the Healthcare industry, preferably from the Provider
perspective.
