This is not a .NET or Java Application Architect.  They are looking for an
Integration Architect to bring their proprietary and “off the shelf”
systems together.  They are looking for experience with SOA, ESB, Web
Services and ERP Systems.



The Nebraska Department of Health & Human Services is seeking one
experienced Integration Architect to work in the Health and Human Services
Information and Systems Technology department (IS&T). The Integration
Architect will facilitate the planning, design, development, and
implementation of an integration strategy for variety of projects
associated with the Nebraska Medicaid Program projects portfolio.

Portfolio projects address legislative mandates or key initiatives such as:

Broadly, the position consists of some or all of the following activities:

•        Communication: develops relationships with stakeholders from both
the program and technology areas and be capable of articulating complex
concepts in a manner that corresponds to the audience at hand

•        Guidance: provides guidance and recommends integration approaches
to facilitate interaction and data sharing across multiple systems and
technologies

•        Technical Requirements: designs and develops technical
requirements based upon business needs, existing solutions, and new
initiatives

•        Solution design: designs and recommends integration approaches
based upon current architectural concepts and principles that promote
reusability and common methods for multiple solutions

•        Knowledge sharing: assist and facilitate teams in developing
integration strategies and solutions, as well as, transition planning and
training for maintenance and operation of the solutions

•        Solution implementation: leads the implementation of the
methodologies and technologies for multiple solutions utilizing the
designed and developed integration approach

•        Implementation assurance: work with teams in monitoring and
correcting the solution to create a stable operational system for ongoing
use

•        Note: Candidates may drive, or assist/facilitate others in
driving, the tasks above depending on experience. Specific regular duties
for this position is listed in “Duties”, below.



The qualified candidate(s) will possess:

•        Medium to Large-scale project experience

•        Demonstrate understanding of modern enterprise architecture,
application system design and integration technologies

•        Ability to work with many personalities and possesses effective
leadership skills

•        Understands Project Management and Systems Development lifecycles

•        Verbal and written communication agility

•        Preferred experience with health care claims processing operations
and systems, with Medicaid Management Information Systems (MMIS) a plus



Each contractor is expected to work onsite in Lincoln, NE. The Department
will consider offsite work where appropriate. All such offsite arrangements
shall be prior approved by the Department.



An onsite interview may be required before a contract is finalized.

Duties: Under the general direction of IS&T management and defined project
leadership, develops, designs, and implements an integration architecture
that is modern and consistent with best practice. Works with other
architects to choose an integration style that meets the needs of existing
and new systems. Works with multiple projects and teams to understand
requirements and technologies required to develop the integration
strategy.  Communicates formally and informally with project leadership as
directed. Works independently with diverse groups to proactively identify
gaps and provide recommendations and solutions to facilitate better
outcomes.

Integration Architect



Required:

•        Bachelor’s degree or higher with a concentration in Information
Systems or relevant subject area.

•        At least five, preferably seven years of professional experience
working with integration technologies such as SOA, ESB, and Web Services

•        At least five, preferably seven years of strong experience with
ERP systems and packages

•        At least two, preferably four years in the use of MS Project and
CA Clarity Project Management tools.

•        Strong verbal and written communication skills, including the
ability to gather and provide information effectively when under pressure,
regardless of audience.

•        Must be able to work well within a team environment and have
exceptional collaboration skills with all levels of business and technical
staff.

•        Strong organization, planning, problem solving, and decision
making skills. Comfortable prioritizing and managing multiple tasks with
minimal direction.

•        Proficiency in Microsoft Office tools (Outlook, Word, Excel,
PowerPoint, and Visio)

•        Complete fluency in speaking and writing in the English language
is required.

•        Experience with multiple project management methodologies
(Waterfall, Agile, LEAN)

•        Experience with architecture frameworks (TOGAF, FEA)



Preferred:

•        Preferred seven years of medium to large-scale project experience
in a significant project role

•        Preferred seven years’ experience with health care claims
processing operations and systems, with Medicaid Management Information
Systems (MMIS) a plus

•        Preferred seven years’ experience with health care claims
processing operations and systems, including experience with health care
claims coding and adjudication.

•        Knowledge of the software development lifecycle (SDLC) including:
requirements gathering, design, development, testing, training, quality
assurance, development methods/techniques, testing methods/techniques and
implementation planning and execution.

•        Preferred seven years’ experience working in an architecture role
(System, Solution, Enterprise, etc..)
