This experienced Development Lead will guide a development team in design and development of enhancements to DOL individual customer landing page for the UI-ES Connectivity WIPP project. The national vision for providing reemployment services to Unemployment Insurance (UI) claimants, seeks to achieve a fully integrated workforce system that provides the full array of One-Stop services to all unemployed workers, with UI as a critical partner program. The National Association of State Workforce Agencies (NASWA) and US Department of Labor (USDOL) solicitation seeks state partnerships to further define, design and pilot four “transformational elements” of the national vision. 1. Integrated Workforce Customer Registration. 2. Real Time Triage. 3. Transferability of Skills. 4. Leveraging Social Media Tools for Service Delivery. NY has been selected and is working with USDOL. The WIPP being delivered in the first phase will provide basic personalized information such as UI claimant information, local One-Stop information, job matches, and wage and occupation information. WIPP 2.0 includes value added enhancements to make the system even more useful for its customers. The consultant will lead an agile development team and be responsible for Service Oriented Architecture (SOA) design and development activities. *Daily Tasks will include but are not limited to the following:* - Lead a team of developers in the analysis, design, and development of integrated solutions for the project. - Mentor state staff developers in advanced programming techniques and skills. - Create and review sequence and activity diagrams. - Define and validate service WSDLs and XSDs. - Develop business process models. - Analyze, design, and develop services and business processes from business requirements using a SOA approach. - Construct software applications using J2EE and SOA architectures. - Develop applications using Rational Application Developer and/or IBM Integrated Designer (RAD/IID) utilizing Agile methodologies. - Develop composite applications utilizing WebSphere Integration Developer (WID), WebSphere Process Server (WPS), WebSphere Business Integration Workbench and/or WebSphere MQ Workflow. - Perform composite application integration using EJB, SCA, JMS, and Web Services over an Enterprise Service Bus (ESB). - Analyze and develop rule sets for processes utilizing WODM. - Develop and test data access using Object Relation Mapping frameworks (Hibernate). - Develop complex relational database queries using ANSI standard SQL and PLS/SQL to be used with Oracle and DB2 databases. - Perform database transaction management analysis, implementation, and troubleshooting. - Perform unit and integration testing and resolve defects. - Create and review technical documents for all aspects of the software development life-cycle. *PART A: The ONE MANDATORY REQUIREMENT:* *Senior Level * *You must be a Senior Lead Developer / SOA with documented employment experience of 5-7 years (60-84 months).* - You must have experience with analysis, design, coding, component and assembly testing of all application code owned by the Application Team. Maintenance (including production support), enhancement and development work. Write application software, data analysis, data access, data structures, data manipulation, databases, design, programming, testing and implementation, technical and user documentation, software conversions. - You must be able to work without assistance and can provide leadership for others; may have advanced education. *PART B: Requested Desirable Qualifications: *The numbered qualifications below are not mandatory, but candidates should meet or exceed in duration and skill set target asked for, at least 3 of numbers 1 through 6. 1. 60 months designing JEE composite applications including foundational services/components using SCA – Service Component Architecture and Web Services. 2. 60 months using JSF development/JavaScript. 3. 60 months using IBM’s Design/Development tool stack: IBM Integrated Design/Rational Software Architect (IID/RSA) for generation of Service Models, Service Classification Diagrams, Activity Diagrams and Sequence Diagrams for model-driven development in Rational Application Developer (RAD/IID). 4. 24 months using IBM’s ESD tool stack: Business Process design/development tools such as WebSphere Business Modeler (WBM), WebSphere Process Server (WPS)/Business Process Manager (BPM) and/or WebSphere Integration Developer (WID). This includes using Business Process Execution Language (BPEL). 5. 24 months designing or developing applications with responsive design. 6. 24 months developing complex relational database queries.
