Kalo menurut saya sih lebih ke arah kegagalan routing. Soalnya saya juga pernah dapat kasus sejenis pake dialup CBN... saya cek ternyata DNS-nya oke, bisa nge-resolve... tapi site-nya seakan down, tidak bisa reply... tapi pas saya coba di kantor, site-nya up tuh... kejadiannya dengan beberapa web site sih, bukan hanya satu... Alternatif lain bisa coba pake proxy luar... google aja, dengan keyword "free" atau "anonymous proxy server". Moga2 berhasil, saya sendiri belon cobain cara ini...
