How to maximize the GCIO's Contribution to E-Government Programs

Abstract
The Government Chief Information Officer position has been adopted by
many developed countries that are seeking to leverage technology within
public administration management. The position calls for an operational
executive who can make important strategic decisions that impact the
e-government activities of the public agency. However, very little
research has been done to define the GCIO's responsibilities and how to
maximize their contribution to e-government programs; whereas
e-government initiatives has attracted more attention in developing
countries. In this paper we use comparative analysis between American
and Japan as developed countries, and Thailand as developing countries,
to identify the three major categories of the solutions to be able to
maximize the contribution of GCIO. These are the allocation of their
formal resource authority in the relationship with higher leaders, the
development of GCIOs'competence in cross-boundary leadership, and
maintain their acceptance among their peers. These findings will be the
direction for leaders of countries and GCIOs themselves to know how to
enhance the GCIOs' contribution in the government's ICT projects and
then the efficiency and effectiveness of e-government program can be

confidence to the deliveries of IT services, implementation of the
assurance process itself has been varied among industries and even among
companies. This article will share the experience of IT assurance
implementation within Bank Niaga as to give a different perspective of
IT assurance from the real practice in the industry.




Selecting and Choosing Disaster Recovery Center Sites :A Technical
Approach

Abstract
A disaster can be caused by tsunami, earthquakes, floods, tornados, fire
or human-made disasters such as terrorist attacks, cracker attacks, or
just a human error. An organization cannot avoid all forms of disasters.
The more realistic objective is to ensure the survival of the
organization by establishing a culture that will identify and manage
those risks. Information processing facilities are critically important
for modern organizations, because almost all business is dependent on
the use of automated resources to achieve an organization's mission
objectives. A disaster may cause extensive damage to the processing
facility. There should be an alternate information processing facility
(Disaster Recovery Center/DRC) to support the business in case of a
disruption caused of a disaster to the primary site so the business can
still function. This paper is proposing a methodology that can be used
to choose a DRC Site as an alternate information processing facility
based on a technical perspective. An example of the implementation of
the methodology is given as well.

The role of National E- Government

Abstract
The development of E-Government programs in Latin America has proved to
be not uniform, with some countries showing more advances in this field
than others. Based on the analysis of three Latin American countries
(Chile, Mexico and Peru), this paper takes a look at the elaboration
process of E-Government models for the region, with their advantages and
limitations. The purpose of this research is to identify the factors
that can integrate and build a model for the successful development of
E-Government in the region.

u-Health Service as an Integrated Care for the Elderly

Abstract
Many countries have begun to emphasize the overarching importance of
preventing and managing chronic diseases that often afflict the elderly.
Integrated care is emerging as a vital component of health and social
care reform. Information and communication technology (ICT) is crucial
to the future of integrated care. Moreover, ubiquitous health care is
expected to be a useful tool for delivering integrated care services.
Through the interviews, we again validated that users were demanding
integrated care through u-Health services. Busan City's u-Health model
services connected to the medical and welfare facilities are currently
in the early stage of pilot service, and the services' targets and
contents are limited. However, we confirmed its possibility as an
effective tool to actualize integrated care. Particularly, we could see
its high potential as a vehicle to solve the problems of aging and
polarization, and to reinforce public medical care, which is the
ultimate goal of the model service.

Abstract
Information Technologies (IT) play a significant role in organizations
today, such as governmaental organizations, bisnis organizations and
education organizations. The IT role increases from roles to improve
efficiency and effectiveness to strategic roles for improving
organization existences. Increase in IT roles from operational roles to
strategic roles demanded increase in IT managing human resource roles.
The increase in roles of human resources who lead IT organizations
demanded human resource competencies development, especially CIO
competencies development. The research proposed a CIO competencies
framework and a CIO competencies development strategy. The research was
based on literature studies and analysis..




CIO and the Need to Measure IT Business Values

Measuring IT business values has never been an easy task. Whether the
CIO likes it or not, because it involves a huge amount of money and the
basic necessity of the company, the measurement has to be the most
important attentions and home works for the CIO in order to answer a
long-debatable question "does IT payoff?". This paper discusses
the capabilities and responsibilities of CIO based on IT governance
framework of CISR focusing on the IT investment and prioritization
domain. The possibility to apply a merit system – no gain no pay
– to the Indonesian CIOs in particular is also discussed.




USER –CENTRIC STRATEGY FOR BETTER ADOPTION OF MOBILE GOVERNMENT

Following e-Government, m-Government initiatives are gaining popularity
around the world. Being an extension of e-Government, m-Government is
strategic utilizing of all kinds of mobile technology, services,
applications and devices for improving benefits to the parties involved
in e-government. Currently choice of the services to be delivered is in
most cases defined by capability of existing infrastructure with the
expectations of providing more intelligent services when technology
emerges. However with the utilization of more advanced technology such
technology-based approach to service provisioning, neglecting or
undervaluing preferences and expectations of citizens can result in big
losses concerned with low usage of services and in failure of
m-government initiatives. Provision of governmental services via mobile
platforms is held in many countries regardless of their technological
and economical development. This fact along with the current trends in
mobile market developments shows that the main advantage of mobile
services delivery is not infrastructural. Mobility itself constitutes a
value for the citizens. The role of the government in this case is in
taking advantage of mobile technology to ensure service provisioning
demanded by citizens. To assure the effective development of such
services we need to reconceive the positioning of the user within
m-government framework and her potential benefit given by mobility.
Based on the hypothesis of crucial role of users' demands in mobile
government success this paper analyses existing studies on consumer
adoption of different mobile services and applications provided by
business and government, special requirements imposed by mobility to the
services effecting service acceptance and suggests user-centric strategy
of mobile government service provisioning with the focus on
customerization of public services.
