This is expected behaviour: the user is asked to configure the combination between his browser and his reader. In most cases, this configuration can be saved so that the user isn't prompted the next time he is receiving a PDF. You can't force a client configuration by coding something on the webserver. I even believe some companies want this kind of behaviour. They use a custom MIME-type "x-application/iText" and have a manual about what to do when a document of that type has to be shown by a browser.
