It's the responsability of the OS to show the bookmarks. You may have to use a localized Thai windows version to see it.

I am having a bit of trouble with Thai bookmarks. The Thai is appearing
correct in the PDF itself (using 'Arial Unicode MS'), but when added as a
bookmark, the same text appears as '........'. All other langs work perfect
(i.e. Chinese-Simplified & Traditional, Japanese, etc.). Any thoughts on why
this may be happening for just the bookmarks?
