I tried "ant -f download.xml getFromCvs" and that works fine for me. I have apache-ant-1.6.2 on my machine, running on Windows XP.
May be you can try with ant -v ... option and hopefully that will give you a meaningful message? Let me know if you need help trying out other things with the getFromCvs target as it is working for me.
