This is some thing which we can achieve with Adobe alone.
No you can't.
Acrobat 6 and later does not permit this combination due to the insecurity of it.
Such a combination can be required when in some cases where the creator of the pdf document does not want users to see the contents of pdf document without entering the password.
But then why would the creator want to allow ANYONE to remove that security?
