Maybe you can use Acrobat Reader with its DDE-API.
It's kind of oldfashioned, but works on a windows machine.

If you can Attach the desired printer driver to a file 
where you can provide the filename (this is not standard 
and i don't know how it can be done), you should be able to do it.

You may have some trouble with timing problems, because Acrobat 
doesn't tell you, when it's finished with printing.

The DDE-API is documented in the Acrobat SDK, look for 'IACOverview.pdf'.

         Oh - then you may be in trouble.

         The only PDF->PCL converters that I know of are all commercial.
