Does anybody know if the PDF spec makes it possible for JBIG2 compression to share patterns across multiple pages?

Yes it does. It's called "shared globals" and it's part of both the JBIG2 and PDF specs.

In fact, Acrobat's own JBIG2 implementation uses it. Though AFAIK, none of the 3rd party libraries do. We've looked at adding it to ours, but it hasn't reached the top of our "to do" list yet :(.

In other words, in a JBIG2 PDF, should the overall compression rate get better as the number of pages increases?

Provided that the JBIG2 implementation takes advantage of it - yes, it should.
