There is a difference between the size in photoshop and the size in 'dots'.
Ask Photoshop for the dpi-value (dots per inch) of the image.
If it's 72, the size in Photoshop will correspond with the size in the PDF.
But more likely you are generating images with a higher resolution than
72dpi.
You should scale the image before adding it to the PDF.
