Because XFDF is just XML.
There's nothing special about XML, is there?

No, there's nothing special about XML. A XML can be parsed using SAX, for example. In itext threre is XmlWriter. But, if there is a XfdfReader, why no a XfdfWriter? If someone wants to modify a xfdf, it has to make a new class to write to the xfdf. I think it makes all  sense that a class like XfdfWriter should be in itext, because it complements XfdfReader. Besides that, a XfdfWriter should be similar to XfdfReader (I think...).
