Will you have the form filling rights enabled in the
document? If not, then you can't fill it - programmatically or manually.
If you have the rights, then you should be fine to fill in
APPEND mode (since you don't want to touch the original).
The client expects that the resultant pdf (pdf after
doing the merge) retain the "password security" with
the password that was provided.
This is really the WRONG way to approach this.
You should really be starting with a non-password protected
document, filling it, and then apply security.
