Easy:
the viewer preferences only change the menubar/toolbar of Adobe Reader
(application or plug-in), NOT of the browser. The End-User will always be able
to save the document with File->Save(As) in the browser menu.

I was refering to the file config.js that can be present in this directory:
C:\Program Files\Adobe\Acrobat 7.0\Reader\JavaScripts\
(You can give it another name too, for instance myconfig.js)

See the Acrobat JavaScript Scripting Reference p332 on the App/Init Event:
This event (the application initialization event) occurs when the viewer is started. Script files, called folder-level JavaScripts, are read in from the application
and user JavaScript folders. They load in the following order: config.js,
glob.js, all other files, then any user files.

As an End-User you can use these files to tune your Reader.
