I'm not sure about rich-client applications, but if you're looking for a web-based editor that generates PDF then it doesn't seem exist, yet.

I'm involved in a project that started only last week, which is trying to combine FCKeditor with iText to allow for the creation of PDFs from a web-based GUI.

You can keep track of it at http://sourceforge.net/projects/h2pe/ but be aware that it doesn't do a lot yet (it only takes some XHTML and produces simple formatting such as bold, italic, etc - no layout, tables, or anything else yet). In fact it isn't yet linked to the editor (but we expect to do that by the end of next week).
