should be possible:
use the handouts or the nup plugin as start and change it to write out the input page twice. The attached example plugin reverts the effect of the NUp plugin by placing the two pages not side by side but on two different pages. To do what you want you just have to implement some logic to detect the pagesize and do some rescaling (might be better) or dividing like in the sample "divide" plugin.
