So let me make sure I understand this,
 
you mean to say if I process any PDF thru itext I will not be able to put comments at all to that resultant PDF?

        That is correct.

        The original document has been "reader enabled" by Acrobat, which enables Adobe Reader to add comments to a PDF.  iText-produced/modified PDFs do not have this feature.

        However, Acrobat professional can add comments to ANY PDF.
